Project Development Manager – Cyber

Location: Swindon, London (with remote working)

We are looking for an energetic and positive individual to join our team in a highly versatile and dynamic role that will involve both project delivery and business development. The Project Development Manager will be a key contributor to the expansion of Torchlight’s cyber security and digital capacity building portfolio.

The primary purpose of the role is to support the effective delivery of existing cybersecurity programmes across the Torchlight project cycle, from identification and design through to delivery, governance, and closeout. In tandem, the Project Development Manager will draw on their policy and strategy development experience to provide a detailed understanding of cybersecurity programming needs within the international development donor landscape that will enable us to address relevant emergent threats and opportunities.

We would love you to have…
    • Subject matter expertise to support Cyber Security, Information Security, Cyber Capacity Building (on an international level) and/or Digital Intelligence;
    • Demonstrable understanding of the project management cycle;
    • Broad range of technical or specialist cyber experience, ideally including one or more of: providing organisational certifications (such as ISO27001 or SOC2); cyber incident response; threat readiness and protection; information privacy and protection, cyber risk analytics, vulnerability management; cyber war gaming; operating system build/support/configuration; networking; coding; and technical risk assessments;
    • Educated to degree level or possess relevant equivalent skills and experience;
    • Security Clearance or the ability to secure clearance;
    • Excellent written and verbal communication skills; and
    • Experience of working in international environments (ideally), the UK Civil Service, multilateral organisations or commercial, private sector organisations.
Key Responsibilities
    • Collaboratively planning with the relevant Regional Manager and Senior Technical Advisors to shape, develop and refine relevant requirements;
    • Refining and delivering our cyber security capacity building road map Working with colleagues and project consultants, you will design and develop cyber security and digital-related solutions in response to client problems and international development tenders;
    • Working with delivery teams to identify areas for improvement and expansion within current projects and programmes; and
    • Establishing and developing a network of contacts across industry and government.
