Monitoring & Evaluation Specialist

Senior-level, Full-time staff position

We are looking for a Monitoring & Evaluation specialist to join our core team and work on exciting, high impact and rewarding programmes covering a wide range of areas including Security & Justice, Intelligence & Cyber and International Development amongst others.

The successful candidate will not just work on our programmes but lead and develop the M&E function across the company by the development and implementation of an M&E framework to measure project outputs, outcomes and impacts.

To be successful in this role you must be self-motivated and ambitious, extremely organised with excellent attention to detail. You will be comfortable with industry-standard data collection and analysis techniques and with a clear understanding of established evaluation criteria such as that of the ODA criteria for Relevance, Effectiveness, Efficiency and Impact.

You will have experience working in M&E roles, ideally within security and justice reform in fragile and conflict affected states as well as countering extremist violence (CVE). You will be resourceful, innovative and able to work independently as well as being able to seamlessly integrate yourself within a project team. Previous experience of successfully carrying out M&E functions for medium to large scale projects from project inception to conclusion is highly desirable.

Key accountabilities
    • Leading on all the programme’s M&E activities and deliverables.
    • Developing and maintaining key relationships for delivering of M&E activities across Torchlight Group’s clients.
    • Developing and maintaining a monitoring and evaluation framework to measure outputs, outcomes and impacts.
    • Develop and strengthen monitoring and evaluation procedures including data collection tools.
    • Engaging fully during the programme’s inception phase to validate the log frame, KPIs and associated relevant detail with key internal and external stakeholders.
    • Reporting on and raising awareness in support of sustainable capability development.
Skills and experience
    • Degree educated or significant academic evidence.
    • Expert in learning methodologies that support adaptive programming in complex environments, such as outcome harvesting.
    • Experience and appropriate skill in collecting and analysing data using industry-standard techniques.
    • Experience in a senior M&E role with significant exposure to fragile and conflict-affected states, particularly in the Middle East and Africa.
    • Experience of gender sensitivity in project design.
    • Strong relationship building skills and stakeholder management experience.
    • Strong interpersonal and communication skills.
    • Experience of leading facilitating workshops.
    • Excellent time management – able to manage time and tasks efficiently with good prioritisation.
    • Results focused and resilient under pressure.
    • Solution focused when managing issues and problems.
    • Honest, discrete, reliable and committed.
    • Strong customer focused ethos.
    • Robust personality, familiar with working in austere environments and managing difficult stakeholders.

    • The role will involve the role holder to travel internationally
    • You may be required to conduct theatre specific HET/SAFE pre-deployment training

Counter-Intelligence and Security Trainer

Location: Chicksands, Bedfordshire

We’re looking for an energetic and experienced trainer with an evidenced record of the delivery and development of training. Ideally you will have relevant military experience in order to relate the training requirement to real life scenarios. This role is for an initial period of 20 months subject to tender in May 2021.

You will be joining a 3-person team of highly experienced security and intelligence professionals responsible for delivering a range of counter-intelligence (CI) and security courses. Working within the CI Branch at JITG Chicksands, you will develop and deliver security training to a mixed military and civil service audience.  You will also regularly review training material to ensure its currency in line with both the MoD Security Policy Framework and various Training Requirements Authorities.

In doing so your inputs will support the continual improvement of the security training output of the Defence community.

Key Responsibilities
    • Instruct on respective specialist security courses within CI Branch, ensuring all teaching outcomes are met.
    • Create and maintain currency of course documentation and outline resources.
    • Maintain an up to date knowledge of MoD security policies including single service guidelines.
    • Prepare and deliver specialist lessons and briefings both internally and externally as required.
Skills & Knowledge
    • Professional qualification in education and training, minimum Level 3, or Defence Train the Trainer (if you have the evidence but not the qualification, we may be able to help)
    • DITSO trained (desirable)
    • Experience delivering DSAT-compliant training courses for MOD
    • Appropriate operational experience
    • A great team-player
    • Honest, discrete, reliable and committed
    • Have a strong customer focused ethos
    • Meet the requirements of Enhanced SC Clearance, this means that you will need to be able to demonstrate a 5-year address history in the UK
